The Pontificia Universidad Católica del Perú (PUCP) announced on Apr. 22 that its Institute of Democracy and Human Rights (IDEHPUCP) will hold the XXI Human Rights Meeting from May 4 to May 7 at the Humanities Auditorium. The event, titled “Recovering Democracy: The Urgency of the Rule of Law,” comes as Peru faces ongoing political instability and concerns about democratic erosion.

The university said the meeting aims to encourage reflection on the current state of democracy in Peru and consider ways to prevent further decline into authoritarianism, corruption, and organized crime. According to organizers, “This space has been conceived as a call to recognize that the survival of democracy is at stake. It also asks how it would be possible to avoid a deeper plunge into authoritarianism—and its links with corruption and organized crime—a scenario that has prevailed in recent years.” The statement emphasizes the importance for the university community to confront what is truly at risk during this electoral period.

The program will focus on three main themes: evaluating Peru’s present democratic condition; examining changes in public discourse amid misinformation and hate speech amplified by digital platforms; and exploring how social mobilization can support human rights defense as both an ideal and a resource for political recovery. These topics reflect ongoing debates about institutional dismantling by Congress with executive complicity, shifts in social communication through technology, and civic engagement’s role in confronting crisis.

PUCP promotes cultural and social wellbeing by highlighting contributions from its academic community in education and research according to its official website. The institution operates under its own framework with RUC 20155945860 according to the official website. PUCP also addresses societal issues through news reports featuring professors’ expertise as reported by its official portal, directed by Dirección de Comunicación Institucional according to official information.

Its news platform evolved from a print magazine launched in 2005 into a digital site offering multimedia content according to PUCP’s website. Through these efforts, PUCP serves communities across Peru via academic contributions shared online as noted on their portal. As an official outlet sharing achievements in research and education since 2005, it presents reports on institutional activities alongside coverage of societal topics according to PUCP’s records.

The upcoming meeting seeks broad participation from students, faculty, staff, and other members of the university community who are encouraged “to recognize without evasions what is truly at stake during this electoral period.” Looking ahead, IDEHPUCP intends for this event not only to analyze current challenges but also identify opportunities for democratic renewal.
