Premier Arroyo highlights promotion of 26 police officers for actions against organized crime

President of the Council of Ministers Luis Arroyo led a ceremony on April 15 to grant exceptional promotions to 26 non-commissioned officers of the National Police who demonstrated courage and dedication in fighting crime and protecting citizens.

The event recognized police efforts as a key part of government priorities. Arroyo said that combating criminality is one of the government’s main pillars, and he reaffirmed his commitment to unite necessary efforts to dismantle organized crime in all its forms.

“As a government we are clear that security is one of the main demands of citizens. That is why, under the leadership of President José Balcázar, this government stands on three solid pillars: democratic transition, economic continuity, and fight against criminality. That is our objective from the Executive branch—to support our police and work to restore peace in every corner of the country,” Arroyo said.

Arroyo highlighted specific acts by individual officers during his remarks. He mentioned Third Technical Non-Commissioned Officer Jancarlos Acosta Márquez, who captured five criminals after they robbed a bank at Minka shopping center in Callao earlier this year. He also recognized Second Non-Commissioned Officer Deysar Cotrina Aguilar for rescuing sixteen people held by criminals in Chao district, La Libertad, on April 5.

“Today we recognize the exceptional promotion of twenty-six non-commissioned officers from our National Police—men and women who did not hesitate when Peru needed them. Because being a police officer is not just wearing a uniform; it means being willing to risk your life and give everything for our fellow citizens,” Arroyo said.

He added that these officers’ performance reflects “a Police force that confronts crime, intervenes, acts, and protects citizens within the framework of law.” Arroyo continued: “And that is the message we want to leave today: In Peru, courage is recognized; merit is rewarded; sacrifice does not go unnoticed.”

Arroyo also thanked the National Police for their work during the General Elections 2026: “Thanks to their strategic deployment, order was maintained so millions could vote freely, safely and transparently,” he said.

The ceremony took place at the Ministry of Interior hall in San Isidro with attendance from Minister José Mercedes Zapata Morante; Commander General Lieutenant General Óscar Arriola; deputy ministers for Internal Order and Public Security; senior police officials; and families.
