The Ministry of Health of Peru approved the National Telehealth Plan for 2026 through Ministerial Resolution No. 293-2026/MINSA, according to a March 29 announcement. The plan sets out a roadmap to strengthen equitable and timely access to quality health services across the country, with a focus on remote areas.
The main goal of the National Telehealth Plan is to improve access to health services for individuals, families, and communities within the framework of Integrated Health Networks and the Comprehensive Care Model by life course. This short-term strategy aligns with the Institutional Strategic Plan (PEI) 2025-2030 of the Ministry, aiming to ensure effective and quality health services for all.
The document was developed through broad sectoral coordination involving 19 organizational units, one functional unit, and one decentralized body within the ministry. It also included participation from all 25 regional governments and four Integrated Health Network Directorates in Metropolitan Lima. The plan provides a framework for creating telehealth plans at both regional and local levels.
A total of 60 strategic activities are outlined in the plan: 39 aimed at strengthening service delivery capacity in telehealth, while another 21 focus on improving operational and technological capabilities nationwide. Key strategies include training health personnel in digital technologies, aligning telehealth regulations with other strategic interventions, strengthening Peru’s National Telehealth Network, and promoting information campaigns about digital health services.
Progress will be tracked using indicators such as coverage rates for telehealth care, percentage of facilities offering active telehealth services portfolios, and number of remote consultations conducted nationwide. Oversight will be handled by the Directorate of Telemedicine under the General Directorate of Telehealth.
With this new plan approved, officials say it reaffirms their commitment to modernizing Peru’s healthcare system by expanding information technology use as a tool to close gaps in service delivery.
