Peru’s Ministry of Foreign Trade creates group to modernize single window for foreign trade

The Ministry of Foreign Trade and Tourism announced on March 22 the creation of a sectoral working group aimed at improving the management and operation of the Single Window for Foreign Trade (VUCE) and its technological platforms. The measure was formalized through Ministerial Resolution No. 072-2026-MINCETUR, signed by Minister José Reyes.

The initiative seeks to address increasing operational and technological complexity within the VUCE system, which has resulted from a steady rise in transaction volume, the addition of new entities, and expanded digital services. According to the ministry, this step is intended to ensure efficiency, continuity, and modernization in line with Peru’s National Multisectoral Policy on Foreign Trade toward 2040.

Since its launch in 2010, VUCE has processed more than eight million transactions, saving operators over S/1.6 billion and collecting more than S/1.7 billion in fees. The platform now manages 365 procedures and connects with over 130,000 users.

The newly formed working group will focus on evaluating the organizational management model related to VUCE. Its main task is to develop concrete proposals that improve operations and strengthen responsiveness to new demands in foreign trade.

The group has ninety business days to complete its work. At the end of this period, it will present a final report containing strategic recommendations designed to enhance organizational management within the sector.

According to the ministry, these efforts reaffirm its commitment to modernizing Peruvian foreign trade by promoting faster, more transparent processes that support national competitiveness and sustainable export growth.
