Peru presents progress on regulatory policy reform to OECD in Paris

The Presidency of the Council of Ministers reported on Apr. 13 that it presented Peru’s advances in strengthening regulatory policy to the Organisation for Economic Co-operation and Development (OECD). The presentation was made through the Secretariat of Public Management during the fifth Session on Regulatory Policy for Latin America and the Caribbean, as well as at the 34th meeting of the OECD Regulatory Policy Committee in Paris, France.

This development is significant as it reflects Peru’s efforts to align its national policies with international standards promoted by the OECD. The government said these reforms are aimed at building a strong governance framework and generating public value for both citizens and businesses.

During a session titled “Regulatory Policy of Peru: Building an Enduring Reform,” Juan Carlos Pasco, Secretary of Public Management at PCM, said that “the change driven by the National Government consolidates clear governance, a comprehensive regulatory framework, solid instruments and strengthened capacities within public administration.” Pasco also shared that over nine years, Peru has incorporated international best practices into its regulatory policies while adapting them to local needs.

Pasco Herrera said that “12 thousand public servants were trained in the last three years,” adding that monitoring mechanisms have been implemented along with tools such as the Peruvian Observatory for Regulatory Improvement to promote transparency and accountability. Other outcomes highlighted included reviewing more than 1,100 draft regulations over three years to avoid unnecessary costs; achieving savings exceeding 460 million soles for citizens and businesses over nine years; and increasing citizen participation through public consultation processes.

According to officials present at these meetings, Peru’s participation demonstrates an ongoing commitment to consolidating regulatory policy aligned with OECD standards. The government aims for these reforms to deliver concrete results and tangible value for citizens.
