Peru’s Ministry of Health discusses intersectoral collaboration for quality healthcare standards

The Ministry of Health of Peru held a technical meeting on Apr. 29 to discuss recommendations for improving access and quality of healthcare, in line with international standards set by the Organisation for Economic Co-operation and Development (OECD) as part of the Intersectoral Roadmap 2026–2029.

This meeting was led by the Functional Unit for Quality Management in Health, which is responsible for implementing the national health quality management system. Luis Loro Chero, Vice Minister of Healthcare Benefits and Insurance, represented the Minister of Health at the event. Loro Chero said, “Peru has achieved a quantitative leap in adherence to the OECD, moving from 14% compliance with the global report in 2024 to 52.7% in 2025. It is current policy to continue improving access and quality of care for citizens.”

Marissa Muñoz Ayala, national coordinator of the Functional Unit for Quality Management in Health, presented progress made by Peru toward joining the OECD. She highlighted improvements such as strengthening health information systems, measuring indicators related to quality and patient safety, and developing evidence-based decision-making tools.

The Intersectoral Roadmap aims to implement OECD recommendations on healthcare quality, access, financing, and governance through coordinated actions between various entities including Minsa (Ministry of Health), EsSalud (Social Security), military and police health services, Comprehensive Health Insurance (SIS), among others.

Key topics discussed included enhancing care quality through international standards implementation; introducing performance-based incentives; and developing innovative tools like the OECD’s PaRIS initiative.

The meeting concluded with participants signing agreements aimed at consolidating a common agenda for continuous improvement within Peru’s health system. According to organizers, this initiative reaffirms Minsa’s commitment to leading systemic transformation aligned with international benchmarks while focusing on citizen-centered care.
