The Ministry of Transport and Communications of Peru signed a Memorandum of Understanding with the aeronautical authorities of Paraguay on March 17. The agreement establishes an open skies framework between the two countries for both regular and non-regular air services.
The new arrangement removes restrictions on bilateral air transport, allowing market supply and demand to determine traffic volume, flight frequencies, and aircraft types. Officials say this positions both nations as strategic partners under modern international aviation standards.
Under the agreement, airlines from either country can operate freely between any points in their respective territories, including intermediate stops and destinations beyond. The deal also authorizes up to sixth freedom rights for mixed services and seventh freedom rights for cargo-only flights, which is expected to enhance foreign trade. Passengers are anticipated to benefit from greater transparency, improved fares, and access to a global network through code-sharing alliances and joint ventures.
“The signing of the memorandum of understanding between Peru and Paraguay represents a key step in strengthening the bilateral relationship and advancing towards a more open, modern, and competitive aviation sector. This agreement will result in more connectivity, greater opportunities for tourism, trade, and increased integration between both countries,” said Aldo Prieto Barrera, Minister of Transport and Communications.
The ministry continues its efforts to liberalize air transport by adding Paraguay to a growing network of regional cooperation partners. The initiative aims to facilitate international cargo movement while positioning both countries as strategic logistics hubs that attract investment and support sustainable development in the aviation sector.
