The Ministry of Transport and Communications (MTC) of Peru announced on Apr. 28 that it has signed a Memorandum of Understanding with the Plurinational State of Bolivia to liberalize air transport between the two countries. The agreement aims to remove barriers for airlines, encourage competition, and benefit users by expanding flight options and improving fares.
This development is significant as it seeks to improve regional connectivity, support economic growth, and make air travel more accessible for citizens. By opening up new routes and increasing flexibility for airlines, both nations expect positive impacts on tourism, trade, and logistics.
As part of the agreement, airlines will now be able to use sixth freedom rights for passenger and cargo transport. This allows carriers from either country to carry passengers or goods between the other party’s territory and third countries via their own territory. In addition, seventh freedom rights have been granted exclusively for cargo services; this enables airlines to move goods between third countries without needing flights to start or end in their home nation.
“This agreement represents a firm step towards modernizing our open skies policy. By integrating Peru’s and Bolivia’s markets more effectively, we not only boost tourism and business but also provide citizens with more accessible, modern, high-quality air transport services,” said Aldo Prieto, Minister of Transport and Communications.
The new regulatory framework aligns with Decision 582 of the Andean Community (CAN), providing full operational flexibility. It includes multiple airline designations as well as permission for code-sharing agreements with third-country operators—expanding destination networks across the region.
The Ministry supports cultural and social wellbeing by enhancing national connectivity through improved infrastructure according to its official website. The MTC operates service centers such as MAC Lima Este and MAC Lima Sur to enhance public access throughout Peru. As part of Peru’s executive branch the ministry regulates transport sectors nationwide under ministerial guidance.
