PCM approves guide to strengthen public consultation in regulatory processes

The Presidency of the Council of Ministers (PCM) approved on April 28 a practical guide aimed at strengthening transparency and citizen participation in the development of regulations. The measure, issued through the Secretariat of Public Management, introduces the ‘Practical Guide for Public Consultation within Regulatory Quality Improvement Instruments.’

This initiative is intended to ensure that public entities gather input from citizens, businesses, and stakeholders before adopting measures with broad impact. According to PCM, this approach seeks to base decisions on evidence and incorporate different perspectives so that solutions better address public issues.

The guide will be mandatory for all government bodies preparing regulations subject to Prior Regulatory Impact Analysis. This process allows for a systematic evaluation of potential outcomes, benefits, and costs associated with both regulatory and non-regulatory alternatives when addressing a public problem.

Oversight of compliance with these guidelines will fall under the Secretariat of Public Management at PCM. The secretariat will also manage a digital platform designed to facilitate interaction between the state and citizens during consultations.

According to PCM, this step reinforces efforts toward modernizing public administration by promoting more effective rules, reducing unnecessary administrative burdens, and consolidating mechanisms that support sound regulatory decisions.
