MTC reviews railway regulation improvements with UK technical cooperation

The Ministry of Transport and Communications (MTC) announced on March 25 that it is considering proposals to modernize the national railway regulations as part of an update to the National Railway Regulations project.

This review process is being carried out under a Memorandum of Understanding signed in 2023 with the British Embassy in Peru. Through its Directorate of Policies and Standards in Railway Transport, MTC participated in a specialized working group during the first LATAC–United Kingdom Infrastructure Forum. The event provided recommendations aimed at strengthening and optimizing Peru’s regulatory framework for railways.

During the forum, results were presented from technical assistance developed jointly with ARUP, a British consulting firm. This work included an analysis of current regulations and the draft National Railway Regulations. The study identified opportunities for improvement in governance, infrastructure, operations, and safety by aligning them with international standards.

Tania Valle, Director General of Multimodal Transport Policy and Regulation, said these findings are important contributions being considered as part of an integrated approach toward more efficient, safe, and sustainable systems. Claudia Monteagudo, Director of Policies and Standards in Railway Transport, said this process will help promote safe and competitive railways focused on public transportation needs while providing clear rules for investment predictability.

Key recommendations from ARUP include strengthening railway system governance according to international best practices; making regulatory structures more flexible to adapt to technological advances; incorporating international principles into infrastructure design; and establishing transparent rules for infrastructure use. The results are expected to support a modern regulatory framework that encourages railway development as a key factor for competitiveness and territorial integration.

Participants at the working group included Sofía García (Deputy Director of Trade & Head of Infrastructure at the British Embassy in Lima), Stefan Sanders (Director at ARUP), Liani Baglietto (Senior Transportation Planner at ARUP), Leónidas Narváez (General Manager of Metro de Bogotá), Irene Flores (General Manager at Ferrovías Guatemala), Henry Faarup (Secretary General at Panama’s National Railway Secretariat), among other officials.
