MTC reports nearly 2,000 operations against informal transport in early 2026

The Ministry of Transport and Communications (MTC) announced on Apr. 22 that the Superintendence of Land Transport of People, Cargo and Goods (Sutran) carried out 1,987 operations targeting informal transport between January and March of 2026. The ministry said these actions strengthened its presence on national roads as part of efforts to protect millions of users traveling across the country each month.

The issue is significant because informal transport can pose safety risks for passengers and hinder efforts to maintain order in public transportation systems. By addressing unauthorized services, authorities aim to reduce accidents and improve overall road safety.

According to the MTC, these interventions resulted in the issuance of 811 control reports against vehicles operating without authorization, many found with inadequate safety conditions. Preventive measures included removing 582 license plates and retaining 557 driver’s licenses. Additionally, authorities impounded 191 vehicles to prevent repeat offenses on national highways. Lima recorded the highest number of sanctioned vehicles at 338, followed by Puno with 94 and Junín with 64. Other regions such as Arequipa, Ayacucho, La Libertad, Tumbes, Ica, Cusco and Lambayeque also saw notable enforcement activity.

Preventive actions were most concentrated in Lima where officials retained a total of 241 licenses and removed 167 plates. Junín followed with similar measures affecting more than a hundred drivers collectively through license retention or plate removal.

The Ministry functions as part of Peru’s executive branch with authority to regulate and oversee both transport and communications sectors according to its official website. Service centers such as MAC Lima Este and MAC Lima Sur are operated by the MTC to enhance public access according to its official website.
