MTC reports intervention of unauthorized vehicles on Panamericana Norte during Sutran operation

The Ministry of Transport and Communications (MTC) announced on Apr. 23 that five vehicles were cited for providing unauthorized transport services during a joint operation led by the Superintendence of Land Transport of People, Cargo and Goods (Sutran) in the Trapiche area of Comas, at kilometer 22 of the Panamericana Norte.

This action is part of ongoing efforts to improve road safety and ensure compliance with regulations governing public transport. Unauthorized transport can pose risks to passengers due to a lack of proper documentation and safety standards.

According to the ministry, each vehicle was issued an F.1 control record for a very serious infraction under the National Transport Regulations, which applies when land transportation services are provided without MTC authorization. The penalty includes a fine equivalent to one Tax Unit (UIT), impoundment in Sutran’s depot, removal of license plates, and in some cases, retention of driving licenses.

The operation was conducted with support from other agencies such as the National Police of Peru (PNP), the National Superintendency for Control of Security Services, Weapons, Ammunition and Explosives for Civil Use (Sucamec), and the Urban Transport Authority (ATU). The MTC said nearly 2,000 similar operations have been carried out nationwide in the first quarter as part of intensified control measures.

During these enforcement activities, officials observed attempts by drivers to evade inspection. In one recent case, an individual tried to obscure their license plate with stickers but was detected by inspectors who confirmed that he lacked proper authorization—a violation resulting in an F.1 infraction.

“El objetivo principal es salvaguardar la seguridad e integridad de los usuarios de la Red Vial Nacional,” said ministry representatives.

The Ministry operates throughout Peru as part of its role within the executive branch overseeing transport and communications policy according to its official website.
