The Ministry of Transport and Communications (MTC) provided technical assistance on March 26 and 27 to officials from regional, provincial, and local governments in Moquegua and Tacna. The aim was to strengthen the management of land and water transport services as well as road circulation.
This initiative is important because it seeks to improve the technical skills of authorities responsible for overseeing transportation services, ensuring they comply with current regulations.
During the sessions held in Tacna, participants discussed authorization procedures for land and water transport, operation of terrestrial terminals, issuance of driving licenses, the National Drivers System, and rules regarding infractions and sanctions. The MTC emphasized the need for regional and local authorities to stay updated with regulatory changes due to their key role in supervising transportation within their jurisdictions.
Representatives from various organizations took part in these sessions. These included officials from the regional governments of Moquegua and Tacna; the Superintendence of Land Transport for People, Cargo, and Goods (Sutran); the National Police of Peru; the Public Prosecutor’s Office; the General Directorate of Captaincies and Coastguards (Dicapi); and the National Port Authority (APN).
The MTC said this activity is part of a series of decentralized training sessions started in April 2025 under its “Technical Assistance Plan for Regional, Provincial, and Local Governments 2025-2026,” which was approved by directoral resolution No. 62-2025-MTC/17. So far, more than one thousand authorities across sixteen departments have been trained through seven workshops aimed at strengthening institutions involved in transportation oversight nationwide.
