The Ministry of Transport and Communications (MTC) declared a state of emergency for ground transportation service on the National Route PE-28 A, known as the Los Libertadores highway, according to a March 23 announcement. The measure aims to allow immediate intervention in affected areas and ensure proper transit conditions.
This decision was made official through a Ministerial Resolution under Legislative Decree No. 1704. The affected section connects San Clemente (Pisco) with Ayacucho, serving as an important route for connectivity in southern Peru.
Technical reports from Provías Nacional and other specialized sector departments identified specific points along the road that require urgent attention due to local geodynamic conditions, settlement and deformation of the road platform, and erosion processes affecting certain sectors. These issues have been monitored as part of the technical evaluation supporting the emergency declaration.
The state of emergency will last for 180 calendar days, during which actions will be taken to restore infrastructure and improve traffic conditions. Provías Nacional and the Directorate General of Transport Programs and Projects are authorized to carry out direct interventions or contract work, prioritizing sections needing immediate attention.
The MTC clarified that these actions will not affect existing concession arrangements but allow state intervention to maintain continuous service. The ministry reaffirmed its commitment “to guarantee user safety and continuity of service on this important national route through timely and sustained actions within the framework of the emergency declaration.”
