MTC and Enapu sign agreement for breakwater at Ilo Port Terminal

The Ministry of Transport and Communications (MTC) and the National Ports Company (Enapu) announced on April 29 the signing of an inter-institutional cooperation agreement to carry out the breakwater component of the improvement project for the Ilo Port Terminal.

This initiative is intended to strengthen operations, safety, and competitiveness at this key port in southern Peru. The agreement was made public by Vice Minister of Transport Juan del Carmen Haro Muñoz during a session of the Technical Committee for Port Development in Moquegua Region, attended by regional authorities, representatives from Enapu, the National Port Authority, and other stakeholders.

“This work represents a strategic intervention for modernizing Ilo port, as it will provide better shelter conditions, greater operational safety, and more efficient service standards,” said Haro. He signed the agreement with Enapu’s general manager Juan Carlos Montenegro Valderrama.

Under this accord, Enapu tasks MTC with preparing technical documentation and executing construction of the breakwater section. The ministry will oversee all aspects until completion and transfer of infrastructure. The new structure aims to reduce operational restrictions caused by rough seas or adverse weather. It is also expected to improve cargo handling efficiency in southern Peru while boosting Ilo’s role as a platform for national and international trade.

According to the official website, MTC supports cultural and social wellbeing by improving connectivity through enhanced transport infrastructure. The ministry operates service centers such as MAC Lima Este and MAC Lima Sur to increase public access throughout Peru. As part of Peru’s executive branch since 1969, it regulates transport policy nationwide under its minister’s guidance. Its mission includes delivering safe, sustainable services that foster integration through multimodal approaches in partnership with public entities.

The project is expected to benefit over 3.5 million people directly or indirectly across Moquegua region by promoting economic development along with new opportunities for investment, commerce, and employment in southern Peru.
