The Ministry of Transport and Communications (MTC) announced on April 8 the publication of Supreme Decree No. 009-2026-MTC, which updates the urban passenger transport subsidy policy for Lima and Callao. The measure aims to ensure continuous, efficient, and safe service in the Complementary Corridors by providing a framework for economic and financial sustainability that benefits residents.
The updated policy focuses on direct support to citizens through demand subsidies. These include cash transfers, vouchers, or preloaded cards given to people with lower incomes or those considered vulnerable. In addition, supply-side subsidies will be provided exceptionally to operating companies so they can cover critical operational costs or purchase vehicles, helping keep services affordable.
To promote transparency and proper use of resources, the regulation establishes a regulatory accounting system. It also requires the Urban Transport Authority (ATU) to prepare and publish an annual technical report detailing amounts granted and actions taken. Funding for these measures will come from existing institutional budgets without requiring extra public funds.
