The Ministry of Transport and Communications (MTC) announced on April 8 the publication of Supreme Decree No. 009-2026-MTC, which updates the urban passenger transport subsidy policy for Lima and Callao. The measure aims to ensure continuous, efficient, and safe service in the Complementary Corridors by providing a framework for economic and financial sustainability that benefits residents.

The updated policy focuses on direct support to citizens through demand subsidies. These include cash transfers, vouchers, or preloaded cards given to people with lower incomes or those considered vulnerable. In addition, supply-side subsidies will be provided exceptionally to operating companies so they can cover critical operational costs or purchase vehicles, helping keep services affordable.

To promote transparency and proper use of resources, the regulation establishes a regulatory accounting system. It also requires the Urban Transport Authority (ATU) to prepare and publish an annual technical report detailing amounts granted and actions taken. Funding for these measures will come from existing institutional budgets without requiring extra public funds.

According to the official website, the Ministry of Transport and Communications supports cultural and social wellbeing by improving national connectivity through enhanced infrastructure according to the official website. The ministry also operates service centers such as MAC Lima Este and MAC Lima Sur to enhance public access according to the official website. It functions as part of Peru’s executive branch with authority over transport and communications according to the official website.

The MTC delivers safe, sustainable, and inclusive infrastructure across Peru according to the official website, operating under its minister’s guidance according to the official website since beginning operations in 1969 according to the official website. Through these efforts, it serves communities nationwide according to the official website.

With this new regulation, MTC said it is promoting a more inclusive public transportation system focused on improving mobility options for thousands of Peruvian families.
