The Ministry of Transport and Communications (MTC) announced on Apr. 23 that it is intensifying emergency actions in the Copuma sector, known as “Garganta del Diablo,” located on the national route PE-14A between Puchca and Huacaybamba in the Huánuco region.
The restoration efforts are important because they aim to reestablish transit along a key route, supporting over 20,000 people by facilitating the transport of agricultural products, ensuring food and fuel supply, and maintaining access to essential services such as health care. These measures are intended to prevent isolation for affected communities.
According to MTC, priority work includes installing signage and safety measures at the site, along with drilling and rock blasting needed for rebuilding the road platform. The ministry said these actions are necessary for restoring vehicle traffic. A pedestrian crossing has also been set up with security tape to protect users while repairs continue. The ministry said that “the declaration of emergency allows reinforcement, expansion, and acceleration of interventions under safe conditions,” ensuring continuous work until full restoration is achieved either directly or through contracted services under ongoing supervision.
During construction activities, a scheduled pedestrian passage system remains in place alongside transshipment arrangements for goods so that basic connectivity is maintained. Progressive recovery of the road platform continues while safety conditions are regularly evaluated before any restricted reopening for vehicles.
The Ministry of Transport and Communications functions as part of Peru’s executive branch with authority over transport and communications sectors according to its official website. It delivers infrastructure projects designed to promote national integration by enhancing connectivity through multimodal approaches according to its official website. The ministry also operates service centers like MAC Lima Este and MAC Lima Sur aimed at improving public access according to its official website.
Broader implications include support for cultural and social wellbeing through improved national accessibility according to its official website. As recovery progresses in Huacaybamba, MTC said it will continue working closely with local authorities “strengthening coordination for efficient attention during this emergency.”
