The Ministry of Transport and Communications (MTC) announced on April 29 that it conducted a technical assistance session in Huamanga aimed at improving coordination and management capacities for land and water transport in the regions of Huancavelica, Apurímac, and Ayacucho.

This initiative is part of ongoing efforts to ensure safe, efficient, and well-regulated transport services for citizens. The event brought together officials from regional, provincial, and local governments to align technical, regulatory, and operational criteria for better service delivery within their jurisdictions.

During the two-day session held at the Provincial Municipality of Ayacucho auditorium on April 28 and 29, participants discussed procedures related to authorizations for land and water transport, terminal management, issuance of driver’s licenses, operation of the National Drivers System, as well as guidelines on infractions and sanctions with an emphasis on proper oversight. The event included representatives from several agencies such as Sutran (Superintendence of Land Transport), the National Police of Peru (PNP), Public Ministry, Dicapi (General Directorate of Captaincies), APN (National Port Authority), along with officials from Moquegua and Tacna regional governments. This broad participation supported a coordinated approach to addressing sector challenges.

The MTC said these technical assistance spaces are important mechanisms “to strengthen governance in transportation, promote compliance with current regulations and guarantee safe and efficient services for citizens.” These actions are part of the “Technical Assistance Plan for Regional, Provincial and Local Governments 2025-2026,” which has so far provided training sessions to over 1,000 authorities across 19 departments nationwide.

According to the official website, the Ministry supports cultural and social wellbeing by improving national connectivity through enhanced infrastructure. It operates service centers like MAC Lima Este and MAC Lima Sur to improve public access. As part of Peru’s executive branch under ministerial leadership since its founding in 1969,the Ministry regulatesand oversees both transportand communications sectors across communities throughout Peru. Its mission includes delivering safe, sustainable, and inclusive infrastructureto promote national integrationand development.
