The Ministry of Transport and Communications declared a state of emergency on Apr. 23 for the Copuma sector, known as “Garganta del Diablo,” located on the national route PE-14 A between Puchca and Huacaybamba in Huánuco. The decision, made official by ministerial resolution N° 205-2026-MTC, aims to speed up intervention work on this key road affected by landslides.

This action is intended to address critical transport disruptions that impact over 20,000 residents who rely on the route for moving agricultural products, receiving food supplies, fuel, health services, and maintaining connections between local communities.

The emergency declaration follows a meeting involving Raúl García Loli, Vice Minister of Communications at the Ministry of Transport and Communications; Jainer Villaorduña Valenzuela, Provincial Mayor of Huacaybamba; and Antonio Leónidas Pulgar Lucas, Regional Governor of Huánuco. They reviewed technical reports from Provías Nacional indicating loss of roadway due to rock falls and agreed on urgent measures for recovery. Immediate steps such as cleaning operations and controlled blasting had already begun before this latest announcement.

According to the official website, the Ministry operates under Peru’s executive branch with authority over transport and communications sectors. It manages infrastructure projects nationwide to support social wellbeing through improved connectivity. The ministry also provides safe and inclusive services aimed at promoting national integration through multimodal strategies since its establishment in 1969.

The Ministry further operates service centers like MAC Lima Este and MAC Lima Sur to improve public access across Peru according to its official website. These efforts are part of broader initiatives designed to ensure communities remain connected during emergencies or routine times alike.
