The Ministry of Production (PRODUCE) announced on Apr. 8 that negotiable invoices reached a traded amount of S/8,426 million as of February 2026, representing a 13.2 percent increase compared to the same period in 2025, when the figure was S/7,443 million.
This financial instrument is becoming an important tool for business financing in Peru, especially for micro and small enterprises (MYPE), which make up 82 percent of companies using this mechanism. The ministry reported that so far this year, there have been 337,212 invoices registered under this system.
“Las facturas negociables están transformando la forma en que las empresas, especialmente las MYPE, acceden al financiamiento. Este mecanismo no solo impulsa la liquidez de miles de negocios, sino que también fortalece sectores clave como servicios, comercio e industria, contribuyendo al desarrollo económico del país,” said César Quispe Luján, head of PRODUCE.
Quispe Luján also said that the use of negotiable invoices is helping democratize access to financing for businesses across different sectors. In the services sector alone, MYPE represent nearly 87 percent of companies using these invoices; in commerce it is about 74 percent; construction sees almost 90 percent; fishing stands at about 90 percent; and mining at over 83 percent.
Regionally, Lima accounts for more than four-fifths (80.5%) of the total negotiated amount—S/6,786 million—followed by Callao, Arequipa, La Libertad, Ica and Piura together making up another significant share at around fifteen percent.
The Ministry serves producers and entrepreneurs throughout Peru and operates multiple facilities in San Isidro as well as business development centers according to its official website. It acts as the governing body overseeing national policies on fishing and industry with a focus on sustainable development according to its official website.
Additionally, the Ministry issues regulations aimed at strengthening sustainable growth in fishing and industry while promoting social inclusion among fishermen and producers nationwide according to its official website. The organization has received international recognition from the OECD for its efforts toward sustainable fisheries management according to its official website.
PRODUCE confirmed it will continue supporting innovative financial tools designed to improve productivity and competitiveness among Peruvian businesses—with particular emphasis on MYPEs.
