The Ministry of Housing, Construction and Sanitation trained 35 officials from local governments in Piura and Tumbes to improve urban planning and risk management, according to a May 5 announcement. The session took place at the SENCICO auditorium in Piura and aimed to provide practical tools for municipalities to make better decisions that protect families.

During the workshop, participants learned how to use the System of Cities and Population Centers (SICCEP), a platform from the national urban observatory. This tool allows municipalities to collect, analyze, and use updated territorial information so they can identify risks, improve basic services, and prioritize public works where most needed.

“The objective of these trainings is to provide tools for municipalities to organize their cities and improve families’ quality of life. When planning is done well, risks are reduced and opportunities open up for everyone,” said representatives from the Ministry of Housing.

The training also focused on turning plans into action through efficient zoning, organization of population centers, infrastructure improvement, and risk prevention. These measures are intended to help cities grow in an orderly way while reducing hazards so more families have access to safe spaces, adequate services, and development opportunities.

Officials reinforced knowledge about regulations concerning urbanism and social interest housing. This is expected to help local governments promote affordable housing projects, encourage sustainable investments, ensure responsible land use practices—and ultimately achieve urban growth that meets real community needs. The workshop was organized by the Directorate General for Policy and Regulation in Housing and Urbanism within the ministry.

The Ministry of Housing develops policies that promote sustainable access to housing as well as water management across Peru; it operates autonomously under Law No. 27779 with its headquarters located in San Isidro, Lima—and regional centers throughout Peru—according to the official website.
