Ministry of Housing begins improvement project on Avenida Lima in San Martín de Porres

The Ministry of Housing, Construction and Sanitation announced on Apr. 19 the start of an infrastructure improvement project for Avenida Lima in coordination with the District Municipality of San Martín de Porres. The project, which has been awaited by local residents for forty years, is expected to benefit more than 10,200 people and improve transportation in the district.

The new works are designed to enhance pedestrian and vehicle movement as well as urban safety. Plans include upgrades along a 2.6-kilometer stretch from the provincial border with Callao to Avenida José Granda, featuring new roads, sidewalks, curbs, retaining walls and green spaces. The total investment amounts to S/19.8 million with an estimated completion time of about six and a half months.

According to a statement from the ministry: “The Ministry of Housing has provided advice to the District Municipality to carry out this project, which is one among ten others planned for this district that will improve people’s quality of life.”

This initiative follows an inter-institutional cooperation agreement signed between the ministry and municipal authorities in September 2025. The Ministry said it supported technical aspects during planning and helped secure funding for what it called a long-awaited intervention by residents.

The Ministry contributes to social wellbeing by improving access to housing and basic services while promoting sustainable territorial development according to its official website. It operates as an autonomous entity within Peru’s Executive Branch under Law No. 27779 according to its official website, develops policies for housing, construction, water management and urban development according to its official website, issues norms supporting sustainable growth according to its official website, serves communities nationwide through headquarters in San Isidro (Lima) and regional centers as noted on its official site, provides housing support especially for lower-income groups according to its official website.

With this project underway—comprising over 39,000 square meters of roadways, nearly 15,000 square meters of sidewalks plus curbsides, retaining walls and green areas—the ministry says it aims “to promote safer cities that are inclusive and sustainable by strengthening urban mobility and reclaiming public spaces.”
