The Ministry of Housing, Construction and Sanitation announced on April 24 the approval of the Metropolitan Development Plan for Piura province, which aims to promote orderly and safe urban growth in the districts of Piura, Castilla, Catacaos, and Veintiséis de Octubre.
This plan is significant because it introduces disaster risk management by identifying hazards such as floods, landslides, and earthquakes. It also establishes areas where risks cannot be mitigated, restricting urban occupation to reduce population exposure. The zoning criteria are based on local geographic conditions and assign land use according to varying risk levels. This approach is expected to strengthen urban development and prevent unplanned expansion.
“From now on the Provincial Municipality of Piura has a technical and regulatory tool that will allow it to plan urban development and guide public and private investment,” said representatives from the Ministry of Housing. The plan includes 66 projects in total, with 28 prioritized to improve infrastructure, risk management, and living conditions for more than two million residents in this northern city.
The creation of this planning instrument was a collaborative effort between the ministry’s Directorate General of Policies and Regulation in Housing and Urbanism (DGPRVU), the provincial municipality of Piura, district municipalities, and the National Infrastructure Authority (ANIN), which provided technical assistance during finalization.
The Ministry operates as an autonomous entity within Peru’s Executive Branch under Law No. 27779 according to its official website.
