The Ministry of Housing, Construction and Sanitation announced on Apr. 14 that its Programa Agua Segura para Lima y Callao (PASLC) is advancing the development and execution of four large-scale water supply and sewerage projects in the districts of Pucusana, Carabayllo, Huarochirí, Comas, and Independencia.
These projects aim to close gaps in access to safe water and sanitation for more than 314,000 people in these areas. The ministry said this will help reduce health risks, improve wellbeing, create opportunities for growth, and enhance quality of life for beneficiaries.
A spokesperson from the Ministry said: “Desarrollar estos proyectos constituye un logro importante para la capital, porque refleja el trabajo articulado entre el Ministerio de Vivienda, los municipios y la propia población. En nueve años, a través del PASLC y en articulación con Sedapal, el Ministerio de Vivienda ha logrado marcar grandes hitos en la historia del agua potable y saneamiento.”
One notable initiative is the Esquema Pucusana project. It is described as the largest to be carried out under the Works for Taxes model within its sector. The technical dossier phase has begun with an investment exceeding S/ 291 million. This project will benefit over 68,000 residents—about 15,000 of whom will receive piped drinking water at home for the first time.
Other highlighted works include the Esquema Integral Carabayllo–Huarochirí project—which after nearly three decades will provide continuous basic services to almost 280,000 residents—and the Proyecto Comas-Independencia. The latter involves a S/313 million investment expected to benefit more than 15,000 people through new reservoirs and thousands of new connections for both drinking water and sewerage systems. Additionally, progress continues on Villas de Ancón; following completion of Stage I’s perimeter fencing work stage II’s technical dossier is underway with an eventual goal to serve over 20,000 neighbors.

Established by Law No. 27779,the ministry functions as an autonomous entity within Peru’s Executive Branch, issuing norms supporting sustainable development in housing,water management, construction,and urban planning.Its efforts especially target improved living conditions among lower-income groups through partnerships with specialized entities.
With these ongoing initiatives through PASLC,the Ministry seeks not only infrastructure improvements but also greater social wellbeing by expanding access to essential services.
