The Ministry of Culture of Peru announced on Apr. 21 that it will host the conference “Los derechos humanos y los derechos de los otros” at the Lugar de la Memoria, la Tolerancia y la Inclusión Social (LUM) in Miraflores on April 28.
The event aims to encourage reflection on the role of human rights in daily life and their connection to building a culture of peace through legal and constitutional analysis. The discussion is relevant as it seeks to strengthen democracy and promote respect for vulnerable populations.
According to the ministry, the conference will explore human rights not only as legal principles but also as a way to recognize each person’s dignity within society. Inspired by philosopher Emmanuel Levinas, organizers say that “human rights acquire full meaning when assumed from ethics and responsibility towards others,” emphasizing respect for diversity as key for coexistence.
Speakers include Víctor García Toma, former president of the Constitutional Court; Aníbal Quiroga León, law professor; Elizabeth Zea Marquina, director at Universidad de San Martín de Porres; and Delia Muñoz Muñoz, dean at Universidad Norbert Wiener. Each will share perspectives on recognizing others as fundamental for respect and dialogue in Peru.
The ministry fosters social inclusion by protecting heritage and promoting diversity across Peru, according to the official website. It operates under an autonomous structure within the Peruvian Executive Branch led by its minister. The ministry uses decentralized facilities alongside its San Borja headquarters to support programs throughout communities nationwide. Since its creation in 2010, it has promoted cultural identity while combating discrimination and racism through intercultural dialogue initiatives.
Through such events at LUM, the Ministry continues efforts toward citizenship committed to human rights and a peaceful society.
