The Ministry of Culture announced on March 31 the opening of four bilingual service windows in Quechua Chanka and Spanish at public institutions in the Huancavelica region. These new service points are located at Hospital II de EsSalud, the Regional Health Directorate (Diresa), the Women’s Emergency Center, and the Urban Police Station of the National Police of Peru.
The initiative aims to make public services more accessible for citizens who speak indigenous or native languages. Residents can now carry out procedures, receive guidance, and file complaints in their mother tongue at these locations.
Gerardo García, director of Indigenous Languages at the Vice Ministry of Interculturality, said during the inauguration that this measure ensures more inclusive and effective access to public services while respecting users’ language and culture. “Estas ventanillas permitirán que la población quechuahablante exprese sus necesidades y consultas de manera precisa, reciba una orientación adecuada, realice trámites administrativos sin confusión y presente denuncias policiales con total claridad,” García said.
Staff members attending these windows have received training in intercultural service as part of implementing the Public Services Indigenous Languages Intervention Model (LISP). This model follows Law No. 29735, which requires public entities to provide services with respect for linguistic and cultural diversity.
In Huancavelica, six out of ten people speak Quechua as their first language and over 80 percent identify as part of an indigenous or native community. The ministry said this initiative marks a concrete step toward more inclusive and intercultural public attention. Previous bilingual service windows were launched in November 2025 at both the Urban Police Station and Judicial Branch headquarters in Huancavelica—two among seventeen prioritized state entities with designated bilingual staff. Similar models are being implemented at Superior Courts in Puno as well as various institutions across Ayacucho and Apurímac.
The inauguration event included participation from several officials: Luis Adolfo Rojas Nieva from Huancavelica’s Decentralized Culture Directorate; Ángel Aníbal Sánchez Jaime from EsSalud’s Assistance Network; Hugo Yauri Julcarima representing Diresa; General Raúl Juscamayta Acosta from Huancavelica Police Region; Commander Manuel Jesús Morla Meneses from Urban Police Station; César Augusto Valencia García from CEMF 24 Horas; along with representatives Rosa Suárez Pacheco and Raúl Quincho Apumayta for Quechua-speaking citizens. More than eighty civil servants also attended.
