The Minister of Health, Dr. Juan Carlos Velasco Guerrero, signed the Institutional Integrity Commitment 2026 on March 24. This marks the beginning of a comprehensive strategy to strengthen the Ministry of Health’s ability to prevent potential acts of corruption.
This commitment is part of Directive No. 001-2026-PCM/SIP, which sets guidelines for implementing the Integrity Model within the ministry. The leadership team at the Ministry of Health says this action demonstrates their intent to promote and carry out these integrity measures across the sector.
The Integrity Model includes nine interconnected components aimed at building a culture of integrity within the institution. These components cover leadership commitment, risk management, integrity policies, transparency and open data, accountability, controls and audits, communication and training, whistleblower channels, supervision and monitoring, as well as defining a role responsible for overseeing integrity efforts.
According to officials from the ministry, active leadership from both the head official and top administrative authority is key in creating conditions necessary for successful implementation. The ministry has set several strategic goals: formally establishing an Integrity Officer role; making integrity a strategic priority in operational plans; ensuring resources are available; and involving its integrity unit in important decision-making processes.
With these steps in place, officials say that “the Minsa ratifies its commitment to continue working with integrity, transparency and ethics,” emphasizing that every resource and decision will be focused solely on public welfare.
