César Manuel Quispe Luján was confirmed as the minister of Production, according to a March 17 announcement. The confirmation took place during a ceremony at the Government Palace, where President José María Balcázar administered the oath of office. Quispe Luján will continue to serve in the cabinet led by Luis Enrique Arroyo, head of the Council of Ministers.
The confirmation is significant for ongoing policies and investments supporting micro and small enterprises (MYPE), industry, fishing, and aquaculture sectors. Quispe Luján has held this position since October 14, 2025, during which time he has promoted initiatives aimed at strengthening these areas.
Quispe Luján holds a degree in Cooperative Administration from Universidad Nacional Federico Villarreal and a master’s degree in Microfinance and Social Development from Universidad de Alcalá in Spain. His career includes experience in both public and private management across various sectors such as MYPE, industry, fisheries, and finance.
Previously, he served as vice minister of MYPE and Industry, leading public policy development focused on business strengthening, sustainable industrialization, innovation, and productive decentralization. He also chaired Agrobanco’s board of directors where he oversaw financial transformation efforts that positioned the bank as a key lender to small agricultural producers. Additionally, he was part of the Cooperative Deposit Insurance Fund’s administration council promoting national cooperative system strengthening.
Within the Ministry of Production, Quispe Luján has held several roles including director general positions related to MYPEs and cooperatives as well as artisanal fishing. He played an important role in formalizing artisanal fishing activities and advancing sustainable practices within the sector. In cooperative affairs, he contributed to developing legislation such as the Cooperative Act Law aimed at reinforcing cooperatives nationwide.
With his ratification as minister of Production, Quispe Luján reaffirmed his commitment to fostering innovation, competitiveness, and sustainable development across Peru’s productive sectors.
